Yes, KDE is not GNOME. Thank God!
But This is one of those little details that distinguish the good software and 
the normal software.

OpenSUSE and Mandriva Linux are two KDE based distros, and her admin
tools are load in the center of the screen (and all apps too).

All apps must load in the center of the screen or in full screen
(Firefox, Konqueror, Dolphin or System Settings, for example).

...or the windows must remember the last state.

I think that it is the perfect default config for Kubuntu for most users.
M$ Windows and other Linux distros confirms the thing that I am saying.
