Yes, KDE is not GNOME. Thank God! But This is one of those little details that distinguish the good software and the normal software. All apps must load in the center of the screen or in full screen (Firefox, Konqueror, Dolphin or System Settings, for example). ...or the windows must remember the last state. I think that it is the perfect default config for Kubuntu for most users.
