Wouldn't it be possible to prompt the user from within the preinst script for an action, i.e.: 1. Recheck the /var/lib/mailman/qfiles directory. (In this case, the test would be repeated again; the idea being that while waiting for this option, the user could unshunt the messages on another terminal. If shunted messages still exist, return to the prompt. If not, proceed.) 2. Delete shunted messages, then proceed. (This would simply delete the files directly.) 3. Abort. (The current behaviour, fails the upgrade.) This way, the upgrade need not fail unless the user wants to take more time to examine them (by choosing option #3). That is not possible to do based on how dpkg works. The reason for failing is you can then fix the problem by unshunting or deleting the messages. If I understand it correctly but is that the message does not tell you how to stop new messages coming into Mailman. The message included as a debconf note actually details step by step how to deal with this. Specifically about stopping new messages from entering mailman it says: Stop new messages from coming in (at the MTA level).. That's about as specific as the message can get, because there's endless ways of configuring mailman with different MTA's. Stopping your MTA is one possible solution.
