Now it works! I went to System -- Preferences -- Keyboard and then to the Layouts tab. I selected layout options. Do you use the keyboard layout switching utility or otherwise a non- default keyboard layout? I haven't done any changes to keyboard layout. I have a finnish keyboard, and ä and ö works well.
