This bug is still there. I have installed Ubuntu 14.04 and 16.04 on a
Packard Bell v7956 and due to an incompatibility issue I cannot shutdown
properly the machine. I have tried really everthing including
acpi=force. Sometime it works other it doesn't. I was looking for a
workaroud but if I type grub>halt the monitor does not turn off. Any
suggestions?

Sorry for the misunderstanding. Now that I do understand, I'm confirming
this bug.

To reproduce:
1. edit /boot/grub/menu.lst
Add after last entry - 
titleShut down
halt

2. save the file
3. restart the system
4. choose Shut down from the boot menu
5. Observe the flashing - cursor; also note that the system has not shutdown, 
since a ctrl+alt+del will restart the system
6. Further, if you choose c for command line at the boot menu, hit TAB for 
commands, you will see halt as one of the commands. Type halt and hit enter.
The system now has no cursor, but has not shutdown. The keyboard is mostly 
inactive and the screen will not change. However, again the ctrl+alt+del will 
restart the system.

Expected behavior for both of these cases is that the system should
perform a system shutdown. It should not simply halt keyboard input.

@Charlie: he describes grub, not the shutdown command.

PS. Can anyone tell me why launchpad mailed me for this? I can't
remember I subscribed to this bug.

Most likely, this has something to to with APCI.

The behavior you describe is the expected when using the halt command.
It shuts down all software, but does not shutdown the computer hardware
itself. Perhaps instead of halt you could use shutdown -P now.
Please see the man shutdown for details.
