Confirmed! I'm surprised of this since it worked when I built the locales for the last time. The lightning-extension-locale-ru package is empty and a lot of lightning-extension-locales also are. I just discovered that this problem happens since an empty transitional package has been added for mn locales, the warning caused by this empty packages are ignored with return 0; which cause all other packages after this one to be empty. I uploaded fixed packages in my PPA which should be ready to install in around one hour.
