The shortcut is called PopupMenuContext and is used to open the right-click context menu. The default value is defined in /usr/share/apps/kcmkeys/kde3.kksrc, the line is PopupMenuContext=Menu in the section [Shortcuts]. If I change it to something else, for example Alt+Ctrl+Period, it won't work. It doesn't do anything for me either. However, it turns out it was removed on purpose, see: http://www.ohloh.net/projects/kdelibs/commits/16004962 I assume this applies for KDE 3.5.9. Hence the status change. If you find reason to revert this change, please do.
