I can confirm - Also using nVidia 8800gts and same halo, also features around the top and bottom panels. It seems like the shadow effects that are rendered in Compiz are rendered in photo negative. Funny it is listed as a bug, I quite liked the effect and was rather distraught when it disappeared. My halo's disappeared when I changed the shadow effects size for windows using compiz-config manager. I ckecked - the halo is back when I reboot. I just noticed that the halo will re-appear at random (with no obvious event causing it).
