This bug is no longer an issue for me.
The remedial action I noted earlier got me round the problem

Since reporting the bug I have picked up  linux 2-6-24-19 and have upgraded the 
ati driver to ati 8.9 ( xorg-driver-fglrx 8.532. )
I have full 3D, and the compiz unsupported value issue has gone.

it recently. We were wondering is this still an issue for you? Can you try with 
the latest development release of Ubuntu?  (ISOs are available from 
cdimage.ubuntu.com)

If it remains an issue, could you also attach a new /var/log/Xorg.0.log?

like what Albert Cardona  wrote, i had this problem when i tried to
reinstall my drivers after i already updated to hardy. Everything
failed, the hardware manager, envy, everything. someone told me from
this bug report that installing linux-restricted-modules would fix it,
so i tried that, went back to hardware manager and clicked 'enable ati
drivers' and then restarted, and it worked.

Same situation here, for both:

* Thinkpad T60p with an ATI FireGL 5200
* desktop intel core 2 extreme with an ATI 512Mb that also uses fglrx

No direct rendering when using gnome (glxinfo direct rendering: No) but
I get proper direct rendering when not using gnome, but some other
window manager that I start from .xinit with startx (after sudo
/etc/init.d/gdm stop).

Puzzling.

I have solved the problem: in the upgrade from gutsy to hardy, for some
reason the package linux-restricted-modules was NOT installed.

So:

sudo apt-get install linux-restricted-modules
sudo /etc/init.d/gdm stop
sudo modprobe -r fglrx
sudo modprobe fglrx
sudo /etc/init.d/gdm/start

Finally, glxinfo reports: Direct rendering: Yes

Just to be sure, my xorg.conf uses the fglrx driver and has also these
sections:

Section DRI
Mode 0666
EndSection

Section Extensions
Option  Composite true
EndSection

Further Info
running compiz from a terminal showed unable to find 
/etc/xdg/compiz/compiz-manager
Googling I found information on a diversion that was stopping compiz, and ran.
code
sudo dpkg-divert --rename --remove /etc/xdg/compiz/compiz-manager
code/  with the result
Removing `diversion of /etc/xdg/compiz/compiz-manager to 
/etc/xdg/compiz/compiz-manager.ubuntu by xorg-driver-fglrx'

I now have desktop effects but this unsupported value issue has appeared
when running compiz from a terminal.

$ compiz

As you suggested, I installed the fglrx driver from the repository and ran 
aticonfig -- initial --force-monitor=crt1
The system rebooted fine, but for some reason the kernel module wasnt loading, 
however it didnt go back to low graphics mode.
i then removed the repository packages and loaded the ati 8.476 drivers ( from 
the 8.4 ati driver installer )
On reboot the machine came up on the fglrx driver with 3D enabled.
I am however unable to enable desktop effects.

I had this problem on multiple machines, and it was fixable using the
aticonfig --force-monitor= command.  If you manually specify which
ports should be used, everything starts working correctly.
