Now I installed kpowersave and it is performing actions on critical battery charge conditions without any problems. I now run both kpowersave and gnome-power-manager because I don't knwo how to deactivate gnome-power-manager. But if kpowersave can perform this important actions for laptop users gnome-power-manager should also be able to do it.
