kAfter contacting upstream about this issue, I was told that this was something 
that was broken. I've since pulled the fix from git, and have uploaded it, 
along with 
some other fixes from git in a new package revision.

Please download the package and tell me how things go.

Public bug reported:

Binary package hint: pulseaudio

Required steps:
Make a new user account. log in to it (or you could just delete the current 
~/.pulse directory). Totem cant play sound.
Running pulseaudio in terminal gives:
$ pulseaudio
..

E: core-util.c: Failed to symlink 
/home/josh/.pulse/f47b6620623e1e4eae6b248a489f8dd3:runtime to 
/tmp/pulse-0qgfBbCBwzk4: No such file or directory
$

If you create the directory ~/.pulse, pulseaudio can sucessfully create
the symlink inside it, and then start. Without the directory already
existing it fails to start

$ lsb_release -rd
Description:Ubuntu intrepid (development branch)
Release:8.10

$ apt-cache policy pulseaudio
pulseaudio:
  Installed: 0.9.12-0ubuntu1~ppa3
  Candidate: 0.9.12-0ubuntu1~ppa3
  Version table:
 *** 0.9.12-0ubuntu1~ppa3 0
500 http://ppa.launchpad.net intrepid/main Packages
100 /var/lib/dpkg/status
 0.9.10-2ubuntu3 0
