In a development release, update manager does not see the difference
between unmet dependencies and automatically installed dependencies,
while apt-get states clearly that there are unmet dependencies and does
not ask for "partial upgrade".

This usually creates problems for users willing to test the beta
release, it should therefore be fixed for a better and smoother bug
reporting :)
