Well, this is not a bug but a feature :) What you have here is a question: How to disable the title bar scroll action? You can ask it here: https://answers.edge.launchpad.net/ If they tell you that there is an easy way to change the configuration, then you can add an idea to http://brainstorm.ubuntu.com/ to ask it to be disabled by default. Just tried this on Ubuntu 9.04 with xubuntu-desktop 2.82 installed and the Xfce in use. It is an issue in Xubuntu 8.10.
