My secondary screen is located above the primary one. I can drag windows from one screen to another, and also maximize on each screen. But on the primary one the windows get maximized to the very top of the screen so that their title bars are hidden behind the gnome-panel. This is the case with visual effects set to normal and disabled. I am using the radeon driver on a ATI mobility radeon 9700.
