I agree that there doesn't seem to be an entry for that feature anywhere on the 'Edit Contact' dialogue in KAddressBook. This isn't really a bug since the feature is absent rather than not working, it's a request for a feature (or in this case the return of an old one). This isn't really something we can fix at a distribution level. You would need to file a wish at bugs.kde.org and see if the Kontact developers can add this feature back. With contact I mean a contact in the addressbook. The old Kontact/KMail/KAddressbook version allowed to define the preferred format of encrypted mails.
