The situation has changed a bit, maybe due to some recent updates:
Now kmail no longer crashs, but wont be able to download email (both POP and 
IMAP) until /tmp/ksocket is 700.

Then it is weirdly weird.

Please reboot and strace kmail.

strace kmail --nofork  ~/kmail.strace 21

eventually you need to drop the --nofork, I am not sure if kmail
requires it. Once kmail is up and running trigger the crash. Then attach
the file kmail.strace from your home directory to this bug.

Just booted my laptop, and that dir did not exist before starting kmail.
After kmail is open, the dir lacks the execute permission.
Since this is a dir, execute is a required permission to navigate throut it.

If we had a fancy downstream tag like KDE does, I would mark it as
downstream ;-)

KMail does not directly poke /tmp/ksocket-$USER in any way, in fact, the
only component that ever fiddles with the permissions of that directory
is a very lowlevel application that initial creates the dir. However if
this app was responsible KDE would have refused to login at all.

I guess some weird script or 3rd party application tried to do fancy
things with /tmp in a recursive manner, messing up the permissions.
