  + Build-depends on network-manager-dev.
  + Build-depend on libgucharmap-dev rather than libgucharmap2-dev. The

  + Add Vcs-Bzr URL info.

I still have this problem, on 9.04 and I just pulled an apt-get upgrade.

As was the original problem:
Mouse over the applet icon:
Wheel Up - Increase Volume
Wheel Down - Decrease Volume

click the applet, and mouse over the horizontal scrollbar:
Wheel Up - Decrease Volume
Wheel Down - Increase Volume

In addition, when scrolling horizontally:
Mouse over the applet icon:
Scroll Left - Increase Volume
Scroll Right - Decrease Volume
{I would call this backwards, and say that it needs to be changed}

click the applet, and mouse over the horizontal scrollbar:
Scroll Left - Decrease Volume
Scroll Right - Increase Volume
{I would say that this is correct, and that it should be kept as is}

The bug still exists.
This probably will need the same fix of bug #314966 that you referred to.
But this one isn't in gnome-volume-control , it affects the applet itself, the 
single channel controlled when you single click the applet.
