Public bug reported: The systemsettings program on my upgraded Kubuntu 9.04 systems (two of them in front of me right now) don't show a user management icon. I've upgraded this system in-place from 6.10 all the way through 9.04, so this may be an issue with the upgrade process (I'm speculating). I first noticed this after my upgrade to Kubuntu 8.10, but forgot to report it since I can work around it via the command line. I have not tried going back through older distributions to try replicating this error, so I have no idea where to begin looking, or what information to provide that may help in determining a cause.
