Do you still have this problem on Ubuntu 10.04 LTS (Lucid)? I can't reproduce the problem and tried going to the page as you mentioned on a live cd and it shows up as English as expected. Removing .openoffice.org* files and testing didn't reproduce this bug in latest openoffice.org ( 1:3.1.0-3ubuntu2 ). I have latest openoffice.org from Karmic. I think its the same version as the one in openoffice PPA. Yes, the system is US (English) Test Case: 1) Do a fresh install using US (English) as default locale 2) Open Oo toolsOptionsLanguage SettingsWriting Aids 3) Select Hunspell Spellchecker and click Edit button 4) Look Language: dropdown box is selected to Czech You'll find the default language for that module is Czech.
