I can confirm same problem. After updating latest upgrades (13.7.) to
Jaunty Windows stops running. It runs if booted in safe mode.

Related to bug 379991. I am able to run Windows if add '-cpu
core2duo,-nx' to kvm options as pointed in bug 379991.

Indeed, it seems that my bug is just a duplicate of bug 379991. I used the 
option
-cpu qemu32
now it works OK.

Here is some information from dmesg:
when I start kvm in 2.6.28-13-generic I get

kvm: 3293: cpu0 unhandled wrmsr: 0xc0010117 data 0

If I start kvm in 2.6.28-11-generic, dmesg prints

[  103.835431] kvm: emulating exchange as write
