Binary package hint: gnome-panel

Distribution: Karmic Koala, release candidate human-theme update from
Kenneth Wimer's PPA (see below).

Description of problem: When using a GTK theme which defines 'gtk-icon-
sizes = "gtk-button=16,16"', certain applications (listed below) will
incorrectly display 16,16px icons in the notification area of gnome-
panel.

Applications known to be affected:
- gnome-power-manager (note: non-laptop users can force the icon to display by 
going to System -> Preferences -> Power Management, General tab, Always display 
an icon)
- transmission

Known not to be affected:
- nm-applet
- gnome-volume-control applet

Steps to reproduce:
a) Install the latest human-theme package 0.29ubuntu1 which uses a 16,16px 
gtk-button size (not yet available from the main repository): 
https://launchpad.net/~kwwii/+archive/ppa
b) log out and back in for changes to take effect (switching from another theme 
back to Human is not sufficient to trigger this bug, as the panel notification 
icons won't refresh properly)
c) open an affected application (such as transmission).

Actual results:
- affected applications display a 16,16px notification icon.

Expected results:
- all applications display a notification icon appropriate to the panel's 
current size (24px by default)

Important Notes:
- affected application do not have 24,24px icons in the Human icon set, but 
they are available in the hicolor fallback set. 
- switching themes will not trigger this bug in affected applications (the 
panel icons don't refresh properly) - so you must close and re-open the 
application if it is already open.

Known workarounds:
a) Manually copy the relevant 24,24px icon for the affected application from 
/usr/share/icons/hicolor/... to /usr/share/icons/Human/...

Example for transmission:
$ sudo cp /usr/share/icons/hicolor/24x24/apps/transmission.png 
/usr/share/icons/Human/24x24/apps/

b) Manually resize the top panel from 24px height to 26px height.

Possible causes (speculation):
- considering workaround A, and that the affected applications only have 
24,24px icons available in the fallback hicolor theme, it seems likely that the 
icon fallback logic (from the Human/user-selected icon set to the hicolor icon 
set) may be broken.
- considering workaround B, gnome-panel's notification icon scaling may be 
broken.

I am unsure what application to file against this issue - it could be a
multi-faceted problem, so it's better for the maintainer of the icon
sets, gnome-panel and these affected applications get a chance to see.
It would be a good idea for this bug to get some attention, as we are
aiming for the official human-theme in Karmic to adopt 16,16px gtk-
button sizes.
