section (blue) clears the float (yellow), but in case C it does not.

Is that work around still required for the latest WebKit?  i.e. will horizontal
scrollbars appear without it?  If not, we can ask people in wikipedia to
disable that rule for the latest webkit.

No. Like I said, disabling the rule does not cause a horizontal scroll
bar to appear.
