Confirmed on a Thinkpad T42p running Kubuntu 9.04 with all updates. The Network Upgrade just stops after downloading with a non-helpful error message. The remedy command dpkg --configure -a does not help. * Attempting to upgrade via the Alternate CD upgrade method produced an error message indicating that there was a problem with the dependencies for a package called: openoffice.org-filter-binfilter * manually removed this package * upgrade is now installing. As far as I can tell the only difference between the Alternate CD Upgrade and the network upgrade is that the terminal appeared immediately when running the Alternate CD Upgrade. This was all I needed to see the error message and solve the problem.
