Actually I *think* this behavior has changed in Karmic because we fixed some bug with the GtkTreeModelFilter. The groups view was intended to work that way, but it was broken until now. You can show all the groups and users by going into gconf-editor and changing /apps/gnome-system- tools/users/showall. Now, I don't think the way we work now is correct. Most people go to the groups list to perform administrative tasks, so they need to see system groups. The problem is, we only have a common option for users and groups, and we don't want to show system users by default. I guess I'm going to commit a quick hack that forces all groups to be shown for 2.28.1, and in the next cycle we'll change the meaning of the GConf option.
