In Debian the script openvas-nvt-sync is provided by openvas-plugins- base package, recommended by openvas-server. This package will be included in Lucid. The script will just fetch the plugins, but some scripts require the nes-plugins, which are provided by openvas-plugins-base and are binary packages. Its just that openvas-plugins is missing at all. http://wald.intevation.org/frs/download.php/588/openvas- plugins-1.0.7.tar.gz has the tarball and it contains all files to build a debian package called openvas-plugins. You can download and build it yourself, but for some reason it seems that it did not make it into the distros.
