Thank you for this report. I do have multiple users on my system, and
using 'xfce4-panel &'  has worked in all versions of xubuntu since 7.10.
Of course, you could also simply erase the ~/.config directory, where
the panel information is stored. That would allow you to recreate that
directory and settings without creating a new user.

Do your panels disappear every time bit-torrent is used? Is this
reproducible?
