The 10 second boot target applies to a specific model of reference hardware. There is no guarantee of any particular boot time for other hardware, so this is not a bug. And in any case, the work on boot performance for 10.04 is still ongoing. 30 seconds counts from when I manually ubuntu in the grub menu ( hit enter ) and when I can click the firefox button and it reacts in a reasonable time. As soon as I clicked firefox, I stopped counting. Firefox than takes a moment to load, but this does not count in the 30 seconds. This is in accordance with the plans to have 10 seconds to usable desktop. Btw, I am on 8.04, 30 seconds is pretty good time for a boot up!
