Wilson could you please try the workaround mentioned in bug 492257 comment 8 which is "sudo apt-get --reinstall install ucf" in a terminal and report whether that fixed your problem here? There's no reason that this should behave any differently when installing from synaptic. The failing packages are rsyslog and nfs-common; what these packages share is that they both use ucf.
