Seems like one of the latest (kernel?) updates solved the problem with
video playback. It's working fine again now in 2.6.15-26. The problems
with Rhythmbox and with the short little animation of an extending
frame, which I reported above, are solved as well.

What remains unfixed is 3D (Google Earth for example), which is not
usable in 2.6.15-26 but works fine in 2.6.15-23. Is this maybe related
to the mesa issue which is discussed at  ubuntuforums.org?

Same problem here, with kernel 2.6.15-24/25/26
As soon as I switch to 2.6.15-23 at boot, everything is working well again.

* 2D/3D applications are really jerky
* video playback too

Ubuntu Dapper, laptop ACER Aspire 1694WLMI, Pentium M 2Ghz, 1Go DDR2,
ATI X700 128Mo, last Ubuntu fglrx drivers.

A little more info: I'm using the linux-686 meta package, that's why I
had to update the linux-image and linux-restricted-modules packages at
the same time.
