There's nothing to be done about this; there's no way to select a
different dependency depending on which packages are currently
installed.

The solution is to use the kernel metapackages which are provided to
simplify all of this.  Installing 'linux' will always give you the
current kernel + matching restricted modules, likewise for
linux-flavour.
