My problem was slightly different.

Bus 003 Device 002: ID 413c:8103 Dell Computer Corp. Wireless 350
Bluetooth

hciconfig showed adapter up and running however no devices could be
found in gnome applet or hcitool scan

I solved my problem by placing the original hard drive (native winxp
pro) and enabling the bluetooth to test the adapter under a different os
and everything worked well. I left bluetooth turned on and shutdown to
reinstall lucid hd. Now everything seems to work correctly under linux
(except that the bluetooth indicator light stays illuminated even when
set to disabled. it did not do this before, but it also would not pair
with anything before) In my bios it says the adapter is controled via fn
keys or applications like dell's quickset utility. Fn keys have always
and still work.

I have this same issue on my inspiron9300. None of my bluetooth hw
(phones, kbs, mouse, nada) is available for pairing when searchin via
gnome-applet or hciconfig hci0 scan.

My experience is that sometimes it works and sometimes it doesn't.  I'm
not sure how to trigger the behaviour.  Invoking "/etc/init.d/bluetooth
restart" definitely doesn't fix it.

Probably caused by an upgrade somewhere. I fixed this by:

Uninstalled gnome-bluetooth package.
Got gnome.org sources and did a configure/make/make install : bluetooth applet 
worked as expected.
Did a make uninstall on gnome.org sources and reinstalled package : bluetooth 
appled still worked as expected.

I assume whatever was causing the problem (maybe an outdated config
file?) got removed during the uninstall.

   Status: New => Invalid
