 From the link above to Mainline there was a link under Mainline Kernel 
Mapping that shows the correct mainline kernel to test: 
http://kernel.ubuntu.com/~kernel-ppa/info/kernel-version-map.html

That should help you determine the correct kernel to check in the PPA. I
suspect you have done that, given your response.

Based on your other question, let me inquire and find out why the .13
has not been built.

I worked with Michael today and he told me the updated packages seem to
have the same code as the older one. Can someone else as Michael cannot
take these machines out of production?

David, as this only happens on some hardware it is unlikely to be
testable except by those already experiencing the problem on their
machines.  I will gladly test but I need answers to the simple questions

We have the same situation with a server running Ubuntu Server 9.10 on
an Intel Atom D945GCLF2 motherboard.

The system is able to reboot without error, just not successfully
poweroff. So we will issue reboot for now, and power the server off at
the Grub screen.

I would like to help solve this but the cut-n-paste response leading to
incomplete instructions didn't help, and I don't want this to just sit
here until the bug auto expires.  Can someone tell me which upstream
kernel version I should be testing with to allow additional upstream
developers to examine the issue ?

Why is there no 2.6.31.13-karmic image package built in that ppa?  I
looked at the source and the suspect clockevents.c in 2.6.31.13 is the
same as 2.6.31.12 which ubuntu 2.6.31-21 is based on.

If you want me to test with 2.6.31.13 I can build that kernel from
source and test just to make sure the problem is still there, but I want
to make sure that is the latest version you want tested before I go
through that procedure.

If you want me to try a 2.6.34-rc version, can you tell me why there are 
different entries in the ppa for karmic vs. lucid?  Will the lucid ones not 
work on karmic?  Sorry if that is a stupid question, I don't mess with kernels 
much anymore.
The karmic 2.6.34-rc ppa entires like:
http://kernel.ubuntu.com/~kernel-ppa/mainline/v2.6.34-rc3-karmic/
don't have an image built either.

If you could also please test the latest upstream kernel available that would 
be great.  It will allow additional upstream developers to examine the issue.  
Refer to https://wiki.ubuntu.com/KernelMainlineBuilds .  Once you've tested the 
upstream kernel, please remove the 'needs-upstream-testing' tag.  This can be 
done by clicking on the yellow pencil icon next to the tag located at the 
bottom of the bug description and deleting the 'needs-upstream-testing' text.  
Please let us know your results.
