Perhaps this report was from a version where there was no menu-separator between the notes items and the action items. As mentioned before, the position of the search item is static. I don't understand the problem. The "Search button" is always on top of the list of task, independently of the number of notes present. In this way it is always easy to get. Would it be a viable fix to perhaps append a magnifying glass icon to the front of the label?
