gnome-cups-manager has been removed since Ubuntu 8.10 and has been replaced by system-config-printer, moving to system-config-printer. That would probably be not trivial to do and we have lot of others issues to work on before so I don't think it'll be worked by the desktop or printing teams soon. This is an upstream wishlist bug, but since g-c-m is dead upstream, this won't be done anytime soon.
