Unfortunately I don't own the copyright, and when I create a 30-second snippet I can't re-produce the problem; I'm guessing audacity is writing new tags from scratch when exporting. Could you create a test MP3 file with iTunes on a Mac that you own copyright on, some seconds of silence maybe, or an few seconds intro of an album you bought.
