Public bug reported:

Binary package hint: mc

dch is a tool for editing a debian/changelog, when I run it in Ubuntu for first
time, it showed me a list of available text editors, and I choose mcedit.
dch works as expected with mcedit for "dch -i" and "dch -n", but with "dch -e"
mcedit shows a blank document instead of debian changelog to be edited.
