This is pretty much impossible with the way Xgl works at the moment. While it's a reasonable request, it's not something we can fix. Marking as WontFix. Thanks for your bug report. This doesn't surprise me - Xgl is highly unlikely to to ever support the X extension that lets the ATI proprietary tools talk directly to the driver as it sits on top of another X.
