Public bug reported:

1. Start system upgrade
2. Wait until downloading of packages is complete and configuring starts
3. Shutdown or restart your computer
4. See, how upgrade process gets killed and you are left with unusable or 
broken system

Expected behaviour:
First stopping script should check if the apt lock is active and wait until the 
lock is freed. It should also check if the process is still running, to see if 
the lock isn't stale. Until then user should be notified about the ongoing 
upgrade process.
