I had the same problem on Feisty (upgraded from Edgy), but for me the solution wasn't in the .local directory, but in the .config directory. I have made a fresh instalation of Ubuntu last week with two ext3 partition one for / and one for /home (both formated). I've made nothing special. I think this problem of the owner settings are inherent to the installation of Ubuntu. I've found out why changes aren't being made when you add/edit/delete entries. The .local directory and it's sub directory are all owned by root with a mask or rwx-- so the user can not make amendments.
