You can easily set this yourself.
Pidgin Buddy List > Tools > Custom Smileys
Add an entry
Image -> /usr/share/pixmaps/pidgin/emotes/default/tongue.png
Shortcut text-> :p
I think this is a case of personal choice. There might be instances one might
not need :p to be replaced by the smiley. Pidgin does provide a way to type
stick-out-your-toung smilie and to add custom smileys as mentioned.
As far as that holds I hold this bug is invalid.
You can always reopen the bug if you still feel it is a bug.
