For the benefit of any others who experience the same problem, I think I've half solved it (in X (see bug 66991)) - changing the XKBLayout entry in xorg.conf from uk to gb solved this so now I can switch to VTs and use Caps Lock (though now I've lost Scroll Lock but does anything use that anyway?) Maybe it's the installer selecting a dodgy keyboard layout (uk) when I select United Kingdom from the presented list, and it should choose gb instead?
