1. Yes. 2. Launch Empathy, alt-tab to something else immediately (for example, I am on an eepc, so screen real estate is limited and am more likely to have apps in full screen mode). Empathy doesn't load, permanently, until you minimise every other window to find the certificate security question: "This connection is untrusted. Would you like to continue anyway?" 3.
