Yes, the design spec says that, if the mouse is in that area and not
moving, then the notification should not blur till the mouse LEAVES the
area and re-enters it.

Public bug reported:

the notifications will be blurred as soon as the mouse hovers them. which is a 
good thing, because you probably want to see the stuff under the mouse.
however if the mouse is already in the top right corner at the moment the 
notification gets displayed the notification will not blurr.

reproduce:
 1. move the mouse to the top right corner
 2. produce some notification (e.g. change volume)
expected behaviour:
 * a blurred notification

I'm using a fully updated ubuntu 10.10 machine.
