It's definitely reproducible. I've described the whole reproduction process in the original bug report. The white flash appears either when a brick is placed or a new one is spawned. Either way, there's a flash when you use a brick. The flash occurs while the T brick is in play, and it flashes in what appears to be a random interval sequence. Start a game and see if you can reproduce it. I hate to come across as rude, but read the bug report next time.
