Strangely, it seems to be correlated to whitelisting the fusion-icon; when I reverted to a manual list, the problem went away, but when I've added 'fusion-icon' to the whitelist, once again I had to 'reload window manager' to be able to interact with notification icons. They just not responding. I tried do unity --reset after reset all applets was working fine, but after reboot, problem still appear.
