Public bug reported:

brightness setting used to work out of the box in Lucid
they stopped working in maverick (I believe)
they still do not work in natty

$ lsb_release -rd

Possibly related to acpi-support?

What I expect (and used to work in lucid):
Brightness changes:
-when plugging/unplugging AC adapter
-when using Fn+F1/F2 key combinations

What happens: none of the above, brightness stays fixed.
Also the slider control in Power Management tray app (KDE) has no effect

What I can still do: 
change brightness manually as :
echo 15 > /sys/class/backlight/panasonic/brightness

My laptop: Panasonic Toughbook CF-T5

Any hint is appreciated!
