Public bug reported:

Hello,

I've run a very CPU intensive task on my Laptop, which used both kernel
about 100%. If the system is fresh restarted from cold boot. I can run
the application about 15 minutes and both cores of the CPU running with
her maximum clock rate. After that time, the cpufreq throttling the
clock-rate from maximum to minimum possible value (2533 to 800 in this
case). This is obviously wrong, but it's even worse that it stuck a 800
MHz all time from now on. I have stop my application and I’ve tried also
to change the governor (also in the first place) and the minimum clock-
speed over the /sys/ interface. But it seems that nothing can change the
clock-speed to get higher then 800 MHz. Only a cold reboot will recover
the full clock-speed of the CPU, but as I write, only for round about 15
minutes from them.

Thanks for you help and please let me know when more information or actions
from my side are required.
I'm willing to help to get to the bottom of it, since it effects the
performance of my laptop in such a bad way, that productive working is now
longer possible.
