Binary package hint: moinmoin-common

A bug exists in MoinMoin that means that password reset emails are
incorrectly encoded, and so a vital '=' is lost.

This bug is known to MoinMoin (see link below) and is apparently fixed
in later releases of MoinMoin.

Would it be possible to backport the fix (it's a one-liner available at
the URL below) to Dapper?
