This is the same behaviour whether the strings are in upstream or in Launchpad. They simply need to be reviewed and translated, and then they will be used and the user will see the translated version instead of the original English one as now. These strings have been in GTK upstream for years. It seems there must be something wrong with the way they are being imported. We import these strings periodically from GTK+ into ubiquity. Apparently nobody has translated them in GTK+ yet, or at least not in such a way that they made it into the gtk+3.0 package.
