This bug is still present in Gutsy, KDE 3.5.7 as of August 22, 2007. I recall Tonio_ was looking into this bug before Feisty was released. Bug confirmed in both x86 and AMD64 Feisty installs. I don't see an equivalent management section in kcontrol - the themes in the appearance section there appear to be related to color control.
