This is a question a semantics. As the remaining time is linear to the 
remaining battery load, a user cannot distinquish the two, nor does he have or 
want to.

Bug 743823 does indeed seem to be a duplicate (or the other way around).

This is not correct, the color is relative to the level of charge of
your battery. Feel free to open a bu in gnome-settings-daemon to change
the default icons for every level of charge.
